“Slabi časi, težki časi – tako pravijo ljudje. Mi smo časi. Kakršni smo mi, taki bodo časi.” Sv. Avguštin iz Hipona UKC Ljubljana je vsled več deset let zanemarjanja potreb vrhunske medicine v Sloveniji po izgradnji leta 1975 postopno doživljal infrastrukturno hiranje. Ob kroničnem pomanjkanju denarja so bili projekti navadno tudi žrtve interesnih skupin, ki so s strateškim podfinanciranjem zdravstva ustvarjala pogoje za njegovo razgradnjo in transformacijo. Vendar časi se spreminjajo in UKCL z njimi. Z velikim angažmajem vseh služb in izločenjem “omreženega” osebja (več kot 40 odpovedi v nabavni in tehničnih službah) UKCL počasi ponovno vzpostavlja vrhunsko in transparentno delovno okolje, kjer javni denar prejme bolnik in ne izbranci. Samo v letošnjem letu je UKC iz lastnih virov in virov MZ (brez glavne prenove hospitala) investiral cca. 25 mio v prostore in cca. 8 mio v opremo ter tako za cca. 100% povečal investicije iz preteklega obdobja. V naslednjem letu pa (brez prenove glavne stavbe) računamo na dodatno izvedbo kar 100 mio EUR investicij in nabav opreme!! S tem tempom računamo, da bomo do leta 2030 v večjem delu zakrpali vrzel, ki je nastala v pod prejšnjimi vodstvi, a pri 250.000 m2 zdravstvenih površin s povprečno starostjo 50 let seveda ostajajo še področja, ki nujno potrebujejo prenovo, vendar je zdravljenje kljub temu varno in kakovostno. Ob tem bomo letos prvič v zgodovini UKC uspeli nabaviti vse inštrumente in opremo, ki jo po oceni Strokovnega sveta UKCL potrebuje terciarni center in to po zakoniti poti! UKCL je namreč z novo neobremenjeno ekipo na nabavi v letošnjem letu izvedel že več kot 200 javnih naročil (od ketrih mnogi vsebujejo več tisoč postavk in artiklov), cilj pa je 250 JN. To je več kot 100 % povečanje transparentnosti nabave, ki je bilo možno le po številnih odhodih in novem zagonu. UKCL je tako s Službo korporativne varnosti uvedel nove etične standarde in integriteto, ki smo jo dolgo pogrešali. V temeljni drjavnosti se je UKCL poleg številnih vrhunskih dosežkov, in npr. vzpostavitve najboljšega centra za otroško srčno kirurgijo v regiji, za izboljsanje nadzora kakovosti pogumno včlanil v mednarodno združenje Iniziative Qalitäts Medizin, ki združuje več kot 500 bolnišnic v Nemčiji in Švici, da bo kakovost za bolnike najboljša. …, in dolgo bi lahko naštevali.. Verjamemo, da so te spremembe moteče za omrežja, ki upajo, da bi se UKCL oslabil in bi posel tekel po starih tirnicah, saj so pipice zdaj bolj privite, in za to zahrbtno zlorabljajo tudi stiske zdravnikov, ki v resnici želijo le dobro opravljati svoje delo. Vendar UKCL je močnejši kot kdajkoli, ker se vodstvo zaveda, da je njegova naloga delati za ljudi, tj. bolnike in zdravstveno osebje, ne pa za koristi posameznikov. UKCL namreč lahko reši ali uniči samo zdravstneno osebje in skupaj bomo zmogli, ker vemo, kaj je naše poslanstvo. Res je, razmere so pač takšne, kakršni smo ljudje.

So now Chinese buses are a “Trojan Horse”? What a load of crap! 🇨🇳 🐎 Here are the facts: 👇 Denmark’s Movia operates 262 Yutong electric buses. None, zero, have ever been remotely shut down. The “discovery” came from a test in Norway showing that Yutong has remote diagnostic access, the same standard OTA (over-the-air) maintenance system Tesla, Volvo and Mercedes use. Movia’s COO even said it plainly: “This is not a Chinese bus problem. It’s a problem for all types of vehicles and devices with electronics built in.” Yutong confirmed that all data is encrypted, customer-authorised and used only for servicing, not control. Removing SIM cards (as Norway did) simply disables software updates, not some secret kill switch. Yet somehow this becomes a “Trojan Horse from China”? If these buses had been built in the US or Germany, journalists would be calling it “smart connected mobility.” Let’s call it what it is, another round of Anti-China bullshit dressed up as “national security.”

TROJAN HORSE “Denmark is taking urgent action with its 262 Chinese buses after Norwegian city made startling discovery while testing them” These Chinese buses could be accessed remotely from the manufacturer’s HQ in China. Effectively, Yutong could shut the entire fleet down in seconds through the remote chip. Norway’s transport authorities quickly took action by removing the SIM cards, which would prevent any hostile takeovers but unfortunately this also blocks any future updates. This Trojan Horse may occur with ALL Chinese EVs.

Invariably, when I post about China’s remarkable progress in clean energy tech, some people reply that China’s absolute emissions are huge. That’s true. But here’s why — despite high emissions — China deserves recognition as a genuine climate champion. First, responsibility for climate breakdown lies overwhelmingly with wealthy countries. A study in Nature Sustainability estimates that the US is responsible for 38% of total climate breakdown. The EU: 29%. China: just 1%. Even today, wealthy countries remain the culprits. According to Our World in Data, China’s per capita emissions (consumption-based) are 7.2 tonnes. In the EU, they're 10.7 tonnes. In the US, they’re 16.5 tonnes. For the first time in modern history, China’s CO₂ emissions have fallen for a full year, even as energy demand kept growing. According to Carbon Brief, this milestone occurred because rapid growth in clean energy production finally began outpacing growth in total energy consumption. And China’s transformation isn’t confined within its borders. Its clean energy boom is reshaping global decarbonisation. The New York Times recently reported that China’s clean energy exports reached $143 billion in 2024 — about 10× higher than the US. Meanwhile, US fossil fuel exports totalled $174 billion, roughly 35× higher than China’s. A recent study in China Economic Review finds that China’s clean energy exports significantly reduce partner countries’ CO₂ emissions. I’ll link all sources in the replies.

Zabavno je, da je Nexperia v 100 % kitajski lasti, posluje na Nizozemskem, o njegovi usodi pa (on / off) odločajo v Washingtonu. Rezultat te zgodbe bo, da bo Washington v dogovoru s Pekingom sicer najbrž res ponovno dovolil poslovanje nizozemske Nexperie, toda njena kitajska hčerinska družba bo zaradi te lekcije vse dobave vseeno prevzela nase. V izogib podobnim situacijam v prihodnje. V Evropi tuje premoženje ni več varno.

"Tudi, če bi vedel, da bo jutri svet razpadel, bi danes kljub temu posadil svojo jablano." - Martin Luther Tragična smrt pacientke z zatrganino aorte v Avstriji je opozorilo vsem zagovornikom komercializacije zdravstva, da z razgradnjo javnih univerzitetnih klinik in spodbujanjem lažjih in donosnejših storitev vse nas lahko čaka podobna usoda, ko pacient postane “tržno” nezanimiva entiteta. Raztrganina aorte predstavlja izredno težko zdravstveno stanje, ki zahteva takojšen in zelo kompleksen poseg: operacijo in/ali interventno oskrbo z endovaskularno protezo. Oba načina zdravljenja zahtevata stalno pripravljeno zelo izkušeno ekipo srčnih kirurgov in interventnih radiologov. V Slovenij je tovrstno zdravljenje mogoče in 24/7 dostopno samo v obeh UKC-jih, ki edina zagotavljata zadostno kompleksnost oskrbe. Kompleksnost oskrbe se kaže tudi z izjemno visokimi stroški zdravljenja, ki v konkretnem primeru predstavljajo negativen finančni rezultat, dodatno pa tovrsten bolnik zasede intenzivno posteljo ter s tem oteži izvajanje drugih donosnejših posegov, ki jih v Evropi uveljavljen sistem “fee-for-service” preferira, saj se z izvajanjem lažjih posegov “optimizira” dejavnost v smeri “ekonomske učinkovitosti”, medtem ko ostajajo najtežji pacienti pred vrati bolnišnic. Če je le-to v zasebnih centrih pričakovano, pa se tovrstno razmišljanje pod ekonomskim pritiskom vse bolj uveljavlja tudi pri državnih izvajalcih, ki se vse bolj izogibajo težjim bolnikom in z zmanjševanjem dežurnih ekip tudi stroškom neprekinjenega zdravstvenega varstva (NZV), saj je financiranje storitev od izvajanja NZV neodvisno! Kako narobe!Univerzitetne bolnišnice so tako podvržene nelojalni konkcurenci izvajalcev, ki lažje ustvarjajo presežke in bolje nagrajujejo kader za lažje obremenitve brez NZV. S tem se kadrovski bazen vedno bolj prazni, vsa odgovornost pa se na koncu prelevi na tiste, ki najbolj delajo in vzdržujejo celoten sistem pri življenju. V času praznikov pa je stanje posebej neugodno. UKCl mora za zagotavljanje stalne dostopnosti zdravstva v SLO vsakodneno zagotoviti 73 dežurnih zdravnikov in 53 zdravnikov v pripravljenosti, ki zagotavljajo NZV.. za vse. Strošek skupaj z negovalnim kadrom na letni ravni znaša čez 50 mio eur.. Vlada RS je letos prvič v zgodovini razumela posebno vlogo UKCjev in jima zagotovila nujna dodatna sredstva za NZV, vendar ostaja problem podplačanosti urgentnih storitev, ki še vedno lahko silijo sistem v izogibanje dragim bolnikom. Prof. dr. Ihan je v svoji nedavni kolumni zapisal, da lahko imamo državno zdravstvo kot na Norveškem, vendar je le-to povezano z visokimi stroški. Res je. Vendar le državno zdravstvo Vam bo rešilo življenje, ko bo to najbolj nujno. In to veliko stane, je pa najbolj vredno. Predvsem pa so stroški zdravljenja v sistemu fee-for-service neobvladljivi zaradi porasta nepotrebnih storitev, ki služijo bolj finančnemu uspehu izvajalcev kot bolnikom. Celo v eni najbogatejših in solidarnih držav na svetu, na Norveškem, zaradi omejenih resursov državno zdravstvo ne krije vseh stroškov, npr. zobozdravstva po 28 letu, ker bele zalivke ne rešujejo življenj. Evropo čaka težka pot streznitve in težkih odločitev, da ohrani življenja ljudi in ne statusa izbrancev.

Article 544 of the Italian Penal Code allowed a rapist to escape all punishment if he married his victim. It was called "matrimonio riparatore"—rehabilitating marriage. (Rightfully I must add) 🗣️ Belgian Defense Minister Theo Francken: “Many European leaders, led by Baltic Kaja Kallas, want to transfer frozen Russian assets to Ukraine — through a legally shaky construction. The logic is simple: "Russia is destroying Ukraine, so Russian money should go to its restoration." Well, these funds are certainly not needed for Ukraine's restoration, but to continue the war. Which is logical — wars cost huge amounts of money, and what the Russians are doing there is beyond imagination. The problem is that this creates a precedent with colossal consequences. If it becomes clear that state funds can no longer be safely placed even in institutions that are by definition neutral, like Euroclear, who will dare to do it? This is essentially a golden opportunity for the anti-Western bloc to call into question the entire system of international capital movement. Even during World War II, no one dared to carry out such a dubious confiscation. And are we sure that only Belgium will have to pay for this? I think it’s unnecessary to remind that absorbing almost 200 billion with our leaky budget and huge national debt is suicide. Other countries promise solidarity in words, but when it comes to tough guarantees on paper — everything changes. And, by the way, what about the other billions of Russian assets frozen in other Western countries? Why does no one talk about this? Why is the discussion only about Euroclear’s money? Putin will never give back these billions. He will perceive this as an act of war and target Belgium. It will be painful. Very painful. And perhaps, in response, he will confiscate 200 billion of Western assets — movable and immovable property — in Russia. And these will no longer be just Belgian money, but primarily funds from the USA, Germany, and France. So the circle will close. Belgium wholeheartedly supports the Ukrainians, and we will continue to do so. But that does not mean we should lose our minds.”
