💉 Last week, MOPAN launched our recent assessment of @Gavi, the Vaccine Alliance. The assessment reaffirms Gavi’s strong organisational effectiveness and impactful results, with all 12 MOPAN KPIs rated satisfactory. Here are some of the findings from the report ⬇️ 1️⃣ Gavi’s progress on mission indicators underscores its commitment to saving lives through equitable vaccination, even amidst #COVID19 challenges. 2️⃣ Gavi’s partnership model, strategic clarity, alignment with country needs and systems, strong monitoring practices and oversight further validate its value-for-money proposition. 3️⃣ Gavi is a cornerstone of the global health architecture, not only for immunisations, but also for broader universal healthcare (UHC) and health sector strengthening (HSS) efforts. 4️⃣ It has improved how it analyses and manages risks, but more progress is required, particularly to ensure its approach to PSEAH meets international standards. 5️⃣ Gavi has made insufficient progress in incorporating cross-cutting issues, specifically gender, environmental sustainability, and climate change into its programming and should clarify who it is accountable to. 6️⃣ More needs to be done to rationalise and streamline Gavi’s funding mechanisms, which currently place a significant burden on country-facing staff and implementing country partners. ➡️ Download and read more in the full report here 🔗bit.ly/3BrPxZU

🗺️ Yesterday, MOPAN had the pleasure of presenting the findings of the recent @UNHABITAT (United Nations Human Settlements Programme) assessment to MOPAN Members. Since the last MOPAN assessment of UN-Habitat in 2016, there have been significant improvements, especially in terms of strategic management. 📈 However, there remain several key areas for further growth. For example, the lack of evaluative evidence limits UN-Habitats capacity for organisational learning and development. UN-Habitat is achieving positive results, but they are not sufficiently recorded and reported. 🏢 🌱 As a programme whose work lies at the intersection of increased urban migration and the strain the #climate emergency places on the urban landscape, UN-Habitat is faced with increasing demands and expectations. 🤝 Responding to these expectations will require Member States to match their ambitions for UN-Habitat’s mandate with appropriate funding. 🚀 MOPAN recently launched its assessment of the Global Partnership for Education (@GPforEducation ). It found a partnership successfully raising its game to address challenges in global education but with further progress possible in important areas. See a few headlines below ⬇️ ✅ The Partnership is highly appreciated by all its constituencies. In a global education environment often characterized by duplication and fragmentation, the principles of local ownership, mutual accountability, and coordination and alignment are highly valued by all partners. 📢 GPE has heard the call for increased ambition to address the ongoing crisis in learning. In response, it has revisited every aspect of its operating model while simultaneously striving to address the effects of the pandemic. 📈 While the full impact of these reforms has yet to be felt, there are already signs of increasing impact. These include the partnership’s effective response to #COVID19, its strengthened support for countries to identify and prioritize reforms, and step-change in promoting gender equality. 🍎 It should continue to reaffirm its efficiency as a channel for education aid. The rapid pace of change over this period has had time and resource implications for GPE all the while it has simultaneously been striving to maintain effectiveness in its regular operations and address the effects of the pandemic. At times, these pressures have impacted GPE’s efficiency as a channel for education aid, though recent efforts by management have delivered progress. 📊 GPE needs to demonstrate results with sufficient and timely data. All multilateral organisations are being challenged to better demonstrate their effectiveness, but the pressure is particularly acute on the education sector given the long timeline for return on investment. GPE must better align the different types and levels of results reporting with the information needs of its stakeholders. 🗺️ GPE should continue to clarify its position in the evolving multilateral environment. Across the multilateral system, there is strong interest in how multilateral organisations are cooperating globally and locally to deliver effective system-wide responses to global challenges. 💉 Today, MOPAN launches its assessment of @Gavi, the Vaccine Alliance, highlighting its continued progress despite the unprecedented challenge of the COVID-19 pandemic. 💪 Gavi has maintained strong results on its mission indicators, while refocusing on its core mandate post-pandemic. 📝 By using robust evidence and close monitoring of financial disbursements, Gavi ensures good value for money and remains a cornerstone of the global health architecture, contributing to universal healthcare and health system strengthening. ✅ While Gavi remains fit for purpose, there exist important areas for improvement. It needs to better identify, monitor, mitigate and report on risks, especially those related to PSEAH (Protection from Sexual Exploitation Abuse and Harassment) in order to be in alignment with international commitments and good practice. ✍ Gavi must also better integrate cross-cutting themes into its programmes. ✔️ 📅 Mark your calendars for December 12, when we will launch our recent assessment of @Gavi, the Vaccine Alliance. 💉 Gavi’s work took on a new significance in recent years as the organisation had a central role in the global vaccination campaign against COVID-19. While this placed enormous stresses on Gavi, it still managed to make progress on its core mandate. 🤝 Gavi was created in 2000 as a public-private partnership with the goal of creating equitable and sustainable vaccine distribution. Their work focuses on funding the delivery of new vaccines through supporting long-term immunisation programmes at the country level and negotiating reduced prices by pooling demand across countries. ✅ Having well-demonstrated its value-for-money proposition, there remain areas for further progress, particularly around risk management, funding mechanisms, accountability and cross-cutting issues such as gender, climate, and environmental sustainability. 💡 Stay tuned for the launch to read the full assessment of Gavi.

🎉 Today, MOPAN had the pleasure of presenting the findings from its @UNHABITAT (United Nations Human Settlements Programme) assessment to the UN-Habitat Executive Board in Nairobi. 🌳🏢UN-Habitat is an organisation that supports urban residents who find themselves faced with growing urban migration compounded by the effects of climate change. UN-Habitat remains a key global, national, and local leader for sustainable urban development, but there remains room for the organisation to improve. 🏗️ UN-Habitat’s capacity to respond to increasing demands is hampered by lingering organisational challenges and low levels of funding. The organisation suffers from a mismatch between the approved organisational structure and available funding, which leads to staff shortages and limited resources for important functions that oversee, monitor and communicate UN-Habitat’s operations and results. 📝 Addressing these challenges will require UN-Habitat to engage Member States in a dialogue on how to strengthen internal oversight and build on organisational reforms. 🍎High rates of learning poverty and the lingering effects of the #COVID19 pandemic continue to undermine the attainment of global and local education goals. 🎉Today, MOPAN launched its new assessment of the Global Partnership for Education (@GPforEducation) with colleagues in Dubai. MOPAN’s new assessment of GPE takes a close look at how the partnership is helping its members respond to these challenges and support transformation of education systems. 🤝It finds a partnership that is renewing itself to deliver on its members heightened ambitions. Building on principles of local ownership, better coordinated aid delivery, and transparency, GPE has improved inclusive dialogue, helped partner countries identify and address bottlenecks in the education sector, and strengthened the relevance of its financial and non-financial support to the needs and contexts of partner countries. 📈The assessment also presents opportunities for further growth. Delivering fully on the partnership’s heighted strategic objectives will require all actors to align with and rally behind prioritised education reforms. It must continue to reaffirm its efficiency as a channel for education aid. 📈It is estimated that over the next 30 years, 2.2 billion people will move to cities. At the same time, the world is off track to reach Sustainable Development Goal 11 on sustainable cities and communities by 2030. Meeting this challenge will require major shifts in urban policy and investments that provide urban residents with safe and #affordablehousing, transport systems, green spaces, and clean air. 🏘️ 🚃 🌿 It's a challenge faced head on by @UNHABITAT (United Nations Human Settlements Programme). UN-Habitat is serves as the focal point for #urbanisation and human settlement within the UN System. Today, the programme stands as a defining moment with a new Executive Director and a forthcoming Strategic Plan facing evolving needs with urban residents who find themselves at the cross section of increased urban migration and #climatechange. 🌍 🔎A lot of attention has been focused on urban develop since the last MOPAN assessment in 2016. The MOPAN assessment team developed a timeline of key global activity and events that reflect the increasing focus on sustainable urban developments. UN-Habitat has made significant progress since the last MOPAN assessment in 2016, but there remains room for growth in better demonstrating results and securing flexible and predictable funding. 💡Find out more about UN-Habitat and how it can improve going forward when the initial findings of the MOPAN report are released December 6.

✨It is day two of the Autumn Steering Committee here in Brussels! ☝ First item of the day is a multilateral policy roundtable on how to promote partnership and multilateral effectiveness in challenging times.  A focus of this roundtable discussion will be the outcome of the recent Summit of the Future, where the Pact of the Future was adopted. 🗣️ During today's discussion, Members will be asked to reflect on how the Summit of the Future influenced their multilateral strategies, accounting for changes in their respective administrations. 💡This discussion will help MOPAN understand how it can support Members national policy priorities and strengthen Members’ engagement with multilateral organisations.
