What makes this hard to accept is that these rains never arrive without warning, yet every year the government behaves as though they do. And what of the millions of persons with disabilities trapped in these disasters? When evacuation, shelter and mobility fail, their suffering multiplies. When the same avoidable tragedies claim lives year after year, one begins to wonder: are these lives simply considered expendable? Our preparedness must finally match the pain our communities endure. #VIP
