What I do believe is currently EU countries are wasting money because they have forces with different technology and purposes that could be spent wiser with joint procurement or specialization of countries.

It’s common in NL to only use public funds for things that are for the public as a whole. However, each nation has the right to veto its own participation in a certain mission. So forces remain 'national' and joining a mission is voluntary.

Also EU forces must be able to fend off Russia. There is no 'EU army' though, it is a cooperation of national armies.
