Public Protector declares AmaPanyaza illegal Public Protector Kholeka Gcaleka has ruled that the Gauteng government’s crime prevention wardens, known as AmaPanyaza, were unlawfully established and operated without a legal mandate. In a report released last night, Gcaleka found that Premier Panyaza Lesufi’s administration launched and deployed more than 6,000 wardens without approval under the Criminal Procedure Act. The Public Protector said the initiative lacked any legislative framework, making their policing activities irregular and unconstitutional. The finding follows a 2023 rejection by the Justice Ministry to recognise the wardens as “peace officers.” Gcaleka has ordered the Gauteng Department of Community Safety to bring the programme into legal compliance within 180 days and ensure proper training for recruits. Her findings echo concerns previously raised by national police commissioner General Fannie Masemola and later confirmed by acting national commissioner Lieutenant-General Tebello Mkhwanazi, who also stated that AmaPanyaza were operating illegally. Premier Lesufi has since announced plans to phase out AmaPanyaza and retrain them as traffic officers. The ruling has sparked fresh debate over the legality of provincial law-enforcement initiatives and the oversight of public funds used in such programmes.

Do a comparative analysis and share what Th conviction rate is for other divisions or task teams. For instance what is the conviction rate of the team under General Sibiya. The Serious Crimes and Violent offences. 17% for the nature of crimes that they are dealing with seems good. 3. R235 million seems high without context. How many people are on the team. What are the main cost drivers. If we look at the Zondo commission that cost R1 billion but there have been zero convictions from that money. Amapanyanza cost R500 million or so, they bought all those cars and various equipment and they have a conviction rate of zero. So 17% for half the cost of Amapanyaza seems great. This is coming across as a coordinated attempt to denigrate and demonise the task team and the generals leading it. First it was where is the evidence, then it was Mkhwanazi is attacking the media, now it’s but the team is expensive.
