Recollections may vary, I believe Harry. The proof that Harry is telling the truth is that Meghan was excluded for the Sandringham Summit. Charles and William did not have the character to go after Harry, while looking Meghan in the eye.

Gave him a binary choice removing all choices in-between, and in the end, produced a single, prepared document to leave.
