How does the Japanese government keep running deficits even though r not< g (without inflation, at least until recently)? To begin to answer this question, we consolidate the Japanese government balance sheet with the pension funds, the local government, the BoJ and the publicly owned banks. "What about Japan"?, joint with YiLi Chien and Hal Cole. The government seems to do this by running one of the largest carry trades: borrowing at the floating rate and then investing in long-duration assets, taking on lots of interest rate risk, currency risk and other risks to pocket large excess returns up to 3% of GDP. The Japanese government is running a SWF on borrowed money. Can you do that? Well, not if the government debt is priced correctly, because then the pricing of debt should fully reflect the additional risk of the risky assets (unless you're forcing taxpayers to pay more taxes in bad times). That's where financial repression comes in. Presenting tomorrow at 8.00 am. Session on Debt, Deficits and Inflation. Chaired by Chen Lian.
