@TheZeitgeistNZ The treaty of waitangi promised Westminister governance, property titles over land occupied as at 1840 and subjecthood. The rule of law manifested by art 1 does the rest. Maoris have no say what so ever over migration; the treaty confers no such right. Public Law 101.

Professor Dutta has it backwards. The Treaty of Waitangi is an extremely bicultural document - it guarantees Maori their traditional lands and treasures and the preamble implies a right of British settlement, but not settlement from anywhere else. Prominent Maori intellectuals have argued at the Waitangi Tribunal that only immigration from Britain is explicitly permitted under the Treaty and that consultation with Maori, which has never formally occurred, is needed to authorise immigrants from elsewhere.
