If a foreigner has a work permit, they can do anything here. Also, if they are refugees, (which I think these men are) according to our laws, they have the rights to do anything like study, get jobs, start businesses including door to door delivery(hawking). The only thing Uganda’s refugee ID can’t do is vote. That is why we are hailed as having the most progressive refugee laws in the world. Also, Lets not import hate for foreigners here, lets leave that to South Africans. If foreigners are honestly hustling and not robbing anyone, mubaleke bakole. Uganda etumala fenna newasigalawo ne balance. Most people also often ask why Uganda has so many refugees. It is because we are an island of security in a very volatile east and horn of Africa region. Two of our neighbours to the north are at war,(Sudan and S-Sudan) Our neighbour to the west is in a forever war.(Congo), there is a brutal dictatorship to the north east(Eritrea) and we are embroiled in another forever war in Somalia. It is only normal that peace seeking East Africans come here with their families to settle and have a chance at a future.
