De Hoge Raad heeft bij #box3 gedaan wat de wetgever te lang vermeed: zeggen dat je mensen niet structureel mag belasten over inkomen dat ze niet hebben gehad. Dat klinkt logisch. Blijkbaar was er een rechter nodig om de politiek daaraan te herinneren.

The iron triangle (time, cost, scope) has been around for at least 40 years. The basic idea is that only two of the points can be fixed. Fix all three, and you have a death march. It's not like we don't know that. Nonetheless, you have clients demanding a death march by specifying both a deadline (which in software, is both time and cost—they track one another) and a fixed scope. They do not do this out of ignorance. They know as a fact that the project will run over if the scope can't vary. They demand the impossible because it's a way to squeeze free work out of you. (They are never penalized in the contract for providing an incorrect scope; rather, you are penalized for being "late.") This is a scam, plain and simple. It's a way for the client to move 100% of the risk onto your shoulders and to squeeze more work out of you than they're paying for. Why anybody would fall for this particular bit of grift is beyond me, but whole segments of the industry seem willing to volunteer for the gallows. In software, there are only two arrangements that make sense: (1) Time and materials, and (2) Fix the increment and let (collaborative) scope vary. Everything else is just lambs (that's you) to the slaughter. I'll add that a fixed scope almost always leads to building something nobody wants. We learn as we work, and if we don't incorporate those lessons into the work, we will fail.

Together with RDW, we have officially completed the final vehicle testing phase for Full Self-Driving (Supervised) and have submitted all documentation required for the UN R-171 approval + Article 39 exemptions. The RDW team is now reviewing the documentation and test results package internally. They have communicated the expected approval for Netherlands date of 4/10, shifting from 3/20 previously and we look forward to successful completion of this cooperation.  Following the Netherlands’ approval, European countries will be able to recognize this approval nationally. We are anticipating a possible EU-wide approval during the summer. Over the past 18 months, this approval has involved a series of intense documentation, development, testing, research & audits. Een ochtendcolumn Niet de einddatum, maar de levensruimte De AOW discussie loopt al jaren parallel aan het pensioendebat. De redenering is overzichtelijk. Mensen worden ouder, dus kan de uitkeringsgrens omhoog. De kalender schuift op, het systeem schuift mee. Wat daarmee uit beeld raakt, is dat ouder worden niet hetzelfde is als langer vitaal blijven. In Nederland stijgt de levensverwachting richting de 82 jaar, maar de gezonde levensverwachting stijgt veel minder hard. Vanaf begin zestig neemt het aandeel jaren met lichamelijke of functionele beperkingen aantoonbaar toe. De extra levensjaren worden vooral gewonnen na het moment waarop het aandeel jaren met beperkingen structureel toeneemt. Wie 65 wordt, leeft gemiddeld nog bijna twintig jaar, maar statistisch gezien slechts een deel daarvan zonder noemenswaardige beperkingen. Dat verschil is geen incident, maar een structureel patroon. Onderzoek naar gezonde levensjaren laat zien dat de verhouding tussen vitale jaren en jaren met beperkingen niet gelijkmatig meebeweegt met de stijgende levensduur. De kalender schuift door, maar het lichaam volgt in een ander tempo. Het beleidsmatige gemak zit in de einddatum. Wie langer leeft, kan later uitkeren. Wat ontbreekt, is de vraag wat ondersteuning nog betekent wanneer het vermogen om tijd te gebruiken afneemt. Een uitkering is niet alleen een inkomensgarantie aan het einde van het leven. Die is ook bedoeld om nog iets van de gezonde jaren te maken zodra arbeid ophoudt. Tijd zonder inkomen is geen vrijheid, maar uitstel. Daarmee wordt leeftijd een te eendimensionaal criterium. Het debat rekent met jaren tot het einde, terwijl de waarde van zekerheid juist ligt in de fase waarin tijd nog kan worden ingevuld. Door ondersteuning steeds verder naar achteren te schuiven, verschuift bestaanszekerheid richting een moment waarop autonomie, herstel en belastbaarheid al zijn afgenomen. De discussie over betaalbaarheid is relevant, maar vertrekt vanuit een boekhoudkundige realiteit. Die rekent met jaren en bedragen, niet met levensfasen. Kosten worden zichtbaar gemaakt, betekenis niet. Zo wordt zekerheid gereduceerd tot een post op de begroting, terwijl het stelsel ooit bedoeld was als basis voor leven na arbeid. De vraag die ontbreekt, is niet of Nederland dit kan betalen. De vraag is welk type samenleving besloten ligt in een stelsel dat bestaanszekerheid vooral garandeert wanneer leven grotendeels is ingeperkt. Niet de einddatum is bepalend, maar de levensruimte die daarvoor resteert.
