Sous le pontificat de Pie XI, dans un décret publié le 25 mars 1928, le Saint-Office a officiellement condamné l'antisémitisme. Quant aux discriminations raciales, dans son encyclique Rerum Ecclesiae, Pie XI rappelait que c'était une erreur de croire qu'il existe des hommes d'une race inférieure. Du reste, si la criminalité était liée à un déficit d'intelligence, alors les prisons seraient peuplés de trisomiques. D'ailleurs, c'est aussi une erreur de croire que tous les criminels sont forcements des idiots. Par exemple, certains tueurs en série (comme Edmund Kemper et Ted Bundy) étaient dotés d'un Q.I assez élevé.

It seems Pope Pius the XI taught in his RERUM ECCLESIAE that no race is intellectually superior to another intrinsically: "Anyone who looks upon these natives as members of an inferior race or as men of low mentality makes a grievous mistake" & "...are equal to the other students in ability &...frequently even surpass them…lack of the ability to understand among those who live in the very heart of certain barbarous countries, this is largely due to the conditions under which they exist, for since their daily needs are so limited, they are not often called upon to make use of their intellects."
Pope Paul VI in his GAUDIUM ET SPES seems to along with Pius XI attribute the diversity among intelligence to resources, he also thinks we should aim to eliminate All types of discrimination social or cultural that are based on race and other characteristics "...all men possess a rational soul...they have the same nature...the basic equality of all must receive increasingly greater recognition." & "True, all men are not alike from the POV of varying physical power and the diversity of intellectual and moral RESOURCES…Nevertheless, with respect to the fundamental rights of the person, every type of discrimination, whether social or cultural, whether based on sex, race, color, social condition, language or religion, is to be overcome and eradicated as contrary to God's intent."

Pius XI was older than Churchill too.

Though Churchill subscribed to the view of a hierarchy of races, which was considered scientific fact in the West at the time & we today know it to be absurd, he was a paternal imperialist.
This is far different to the Hitlerites, for example, who thought you could enslave, murder and oppress peoples they deemed to be inferior.
Sir Winston Churchill saw it as Britain's moral duty to uplift and support the peoples and tribes of the Empire. Yes, this is extremely condescending - but it isn't the abusive and harsh attitude that is sometimes mistakenly attributed to Churchill.
We must judge Churchill against the confines of his time. Historical context is important.
(Also important to remember that a view of racial hierarchies was not exclusive to the West during Churchill's lifetime.
It was widespread across much of the globe. For example, many African tribes believed themselves to be racially superior to others; a crux of Japanese Imperialism was based on this assertion etc. etc.)
