A hazardous chemical incident at an aerospace facility sent tens of thousands of people running, and Newsom signed an emergency declaration fast enough that the ink was barely dry before state agencies were being directed to move in. Extra powers unlocked, fairgrounds on standby as shelters, full state machinery activated. Crews are still on the ground trying to contain whatever is in that facility.
