JUST IN: Namibian investor in the oil and gas sector Knowledge Katti has thrown his weight behind the much-debated Upstream Petroleum Unit (UPU) and the Petroleum Amendment Bill, arguing that Namibia risks losing investor confidence and billions in potential capital if reforms are delayed. In a memorandum addressed to parliamentarians and national leaders, Katti defended President Netumbo Nandi-Ndaitwah’s decision to establish the UPU within the Presidency, describing it as a necessary response to institutional failures and slow decision-making in the petroleum sector. “The President did not create a problem by establishing the UPU. She responded to one,” Katti said in the document dated 7 May 2026. Katti argued that Namibia’s oil and gas sector has suffered from fragmented governance, investor frustration and insufficient institutional focus, despite major discoveries such as Venus-1, Graff-1 and Mopane. According to the memorandum, Namibia’s estimated 11 billion barrels of oil and 2.2 trillion cubic feet of natural gas place the country among Africa’s most promising frontier energy markets, but the country now faces stiff competition from nations such as Mozambique, Senegal, Tanzania and Côte d’Ivoire for international investment capital.

Selected bidders evaluate Pancontinental’s PEL 87 as farm-out process gains traction Pancontinental Energy says selected parties are advancing technical and commercial evaluations of a proposed farm-in opportunity in its offshore PEL 87 licence, as the company moves closer to securing a partner for the asset. Pancontinental said interested groups have accessed its virtual data room and are actively assessing detailed subsurface information, with ongoing engagements pointing towards a potential investment decision. “The invited candidates for the PEL 87 farm-out process have now accessed the virtual data room, with a number of groups advancing their technical and commercial evaluations of the PEL 87 farm-in opportunity as they progress towards an investment decision,” the company said. Breakwater Group enters offshore oil supply market with Rhino contract Local marine services company Breakwater Group has entered Namibia’s offshore oil and gas supply market after securing a contract to support operations for Rhino Resources. Speaking to Namibia Mining and Energy, Breakwater Managing Director Peter-John Sylvester said the company was contracted to assist with a technical operation involving the retrieval of data from offshore well sites. The company deployed one of its vessels for a two-day mission to support the operation, demonstrating its ability to operate in deepwater conditions. “They asked us to assist with work at the well sites, where sensors needed to be accessed and data downloaded from two wells that had already been drilled. Rhino contracts drillship for Capricornus appraisal offshore Namibia Rhino Resources is moving ahead with the appraisal of its Capricornus discovery offshore Namibia after confirming a high-quality light oil-bearing reservoir in the Orange Basin. The company announced that it has contracted the Saipem 12000 to drill the Capricornus-1A appraisal well in Block 2914 under Petroleum Exploration Licence (PEL) 85. The well is expected to test the extension of the Capricornus light oil discovery and assess the size of the accumulation, reservoir quality and fluid characteristics within Lower Cretaceous targets. Rhino operates PEL 85 with a 42.5% stake. Hanwha Ocean eyes Namibia as regional hub for African operations Hanwha Ocean is positioning Namibia as a regional hub for its African operations as the company aligns its internal structures to support expansion across the continent. Country Manager Uaapi Utjavari said the move forms part of ongoing internal discussions aimed at centralising regional oversight in Namibia. Speaking at a recent Petrofund Oil and Gas Suppliers Workshop, he said the company has introduced a full-time country management function as part of this strategy, while broadening its operational scope beyond Namibia to coordinate activities across African markets as project pipelines develop. “This was part of the company’s thinking, to appoint a full-time country manager. Internally, discussions are focused on positioning Namibia as a regional hub for Africa. Northern Ocean projects over N$330 million in Namibian supplier spend for 2026 Northern Ocean expects to spend approximately US$20 million (about N$333 million) with Namibian suppliers in 2026, with procurement levels expected to be driven by offshore drilling activity and rig utilisation. Operations Director Jonathan Shoes said the forecast reflects spending patterns seen during active operations since the company entered Namibia in 2022. The company said local spending increases when rigs are operational, as drilling requires continuous resupply of consumables, equipment and technical services. “Offshore conditions, including the 340-kilometre distance from shore, also require immediate procurement to avoid downtime during operations. For 2026, if we are here and operating, we project around US$20 million in local spend,” Shoes told the recent Petrofund Oil and Gas Suppliers Workshop.
