In this specific case the push came from Labour-run Treasury and Aspire-run TH Council are too feeble to resist it.

(also calling them a local split from Labour is a characterisation that is probably only partly accurate - they're very centred around Lutfur Rahman as a person, and he had been kicked out of Labour for a while before Aspire)
