Yes, multiplication is commutative, I'm not denying that.
The point you are missing is that there is more content to "3 x 4" than just the multiplication problem.
This teacher apparently taught in class that "3 x 4" means "three groups of four."
The student's answer interprets it as "four groups of three," which is wrong.
