We published our SHS follow-up audit today. oregonmetro.gov/sites/default/… Progress was made on the 2024 recommendations and the audit identified opportunities for continued improvement. 9 recommendations were implemented, 7 were in process, and 2 were not implemented. #performanceaudit

Outrage is a convenient mask for complicity. Metro had the unique, explicit and ultimate responsibility to hold @multco to account under the SHS measure. Metro was in fact required in the SHS measure to do annual financial and performance audits of the counties. They didn't do a single one. Metro repeatedly gave Multco a ton of money, things got worse, then they gave Multco even more money. That's not accountability, that's complicity. I sounded the alarm for years. And now @MCPLynnPeterson is suddenly saying she agreed with me all along? There's no question the Multnomah County Chair has failed broadly, deeply and repeatedly. But President Peterson is only calling it out now because it's distracting and politically convenient as she tries to get her own ballot measure passed. Where is Metro's accountability for not doing what it promised voters? Nowhere. What consequences were there for Metro not doing annual audits required under the SHS measure? None. Multco was to blame for its dismal and damaging inability to spend money. And Metro was complicit. Sadly, there's enough blame to go around.

I called for a forensic audit of Multco's use of SHS funds when I was on the board. The rest of the board didn't support the request. (The County auditor is currently engaged in an audit, which should be interesting). Last week I asked the Metro auditor what the consequences were for Metro's failure to conduct annual performance and financial audits as required by the SHS measure. There haven't been any. And it's been five years. Between Multnomah County's abject failure to use SHS funds effectively, and Metro's failure to hold them to account, it's beyond time for the state to step in.
