In February 1984, a homeopathic doctor, Ernest Ugochukwu, announced that his team at Calvary Hospital Enugu had achieved Nigeria’s first in vitro fertilisation (IVF) birth, popularly known as a test-tube baby. The claim would spark one of the hottest scientific controversies in Nigeria that decade.
According to a cover story by The African Guardian Magazine, the Anambra State branch of the Nigerian Medical Association (NMA) was the first to dismiss the announcement as a sham. Its chairman, Paul Chuke, and secretary, John Oli, described Ugo’s claim as “false and unfortunate.” They argued that the Enugu team lacked the sophisticated equipment, laboratory facilities, and expertise required for the delicate IVF process.
Ugo fired back, accusing the NMA leadership of jealousy and condemning his work without inspecting his laboratory or practice. He also mocked orthodox medicine, claiming it was lagging behind developments in alternative medical practice.
It took the Muhammadu Buhari military regime nearly a year to set up a five-member panel of medical experts to investigate the claim. By then, a team at Lagos University Teaching Hospital (LUTH) had also announced it was close to achieving an IVF breakthrough.
During the panel’s visit to Enugu, its chairman, Adesanya Ige Grillo, reportedly asked Ugo’s wife — a Greek doctor who was part of the team, why she did not return to her country to carry out the breakthrough. A Yoruba member of the Enugu team was also asked what he was doing with an Igbo group, comments that later fueled accusations of ethnic bias.
After the visit, one panel member, Bodunrin Oluwa, resigned in protest. He cited Grillo’s bias and what he described as the panel’s shabby conduct during its Enugu inspection.
In June 1985, Grillo petitioned the police, accusing Ugo of possessing forged certificates and running an unregistered clinic. He claimed there was no school of homeopathy in Thessaloniki, Greece, where Ugo said he had trained. Ugo and other members of his team were subsequently detained for 42 days.
On July 1, 1985, Grillo announced the panel’s findings: the LUTH team was legitimate, while the Enugu team, he said, consisted of frauds not certified to practise homeopathic medicine.
The Greek school later replied to Nigerian authorities, confirming that Dr Ugo’s certificate was genuine.
However, the Ibrahim Babangida regime upheld the panel’s verdict in an announcement on May 1, 1986. The statement said Dr Ugo’s claim could “dent the credibility of Nigeria within and outside the country.”
During its own investigation, The African Guardian interviewed two parents who said they had struggled with infertility until they participated in Ugo’s trials and each later had a child.
The magazine concluded that the scandal was ultimately about the unresolved tension between orthodox medical practice and alternative medicine in Nigeria — a clash not just of science, but of professional power, credibility, and control.

Any person who in any manner obstructs or resists any public officer while engaged in the discharge or attempted discharge of the duties of his office under any order, Act, law, or Statute, or obstructs or resists any person while engaged in the discharge or attempted discharge of any duty imposed on him by an order, Act, law, or statute, is guilty of a misdemeanour and is liable to imprisonment for two years
Section 42 of the Police Act 2020
A person is bound to assist a judge, magistrate or police officer or other person reasonably demanding his aid in arresting or preventing the escape of a suspect whom the the judge, magistrate, police officer or other person is authorized to arrest
Section 98 Police Act 2020
A person who assaults, obstructs or resists a police officer in the discharge of his duty, or aids or incites any other person to assault, obstruct or resist a police officer or other person aiding or assisting the police officer in the discharge of his duty commits an offence and is liable on conviction to a fine of N500,000 or imprisonment for a term of six months or both.
Section 99, Police Act 2020
When a person is called upon to aid and assist a police officer who is, while in the discharge of his duty, assaulted or resisted or in danger of being assaulted or resisted, and the person refuses or neglects to aid and assist, the person commits an offence and is liable on conviction to a fine of N100,000 or imprisonment for a term of three months or both.

POLICE ANNOUNCES FEBRUARY 1ST 2025 FOR ENFORCEMENT OF THIRD-PARTY INSURANCE FOR VEHICLE OWNERS, AS IGP PLAYS HOST TO COMMISSIONER FOR INSURANCE
CHARGES NIGERIANS TO RESPECT LAW, POLICY.
The Inspector-General of Police (IGP), Kayode Adeolu Egbetokun Ph.D, NPM, received today January 10, 2025 the Commissioner for Insurance, National Insurance Commission (NAICOM), Mr. Olusegun Ayo Omosehin and team. Mr. Olusegun was accompanied by Dr. Usman Jankara, Deputy Commissioner (Technical); Mr. Ekerete Ola Gam-Ikon, Deputy Commissioner (Finance and Administration); Dr. Talmiz Usman, Director (Legal, Enforcement, and Market Development); Mr. Ajibola Bankole, Director (Inspectorate); Mr. Taiwo Babatola Adeoye, Special Assistant to the Commissioner for Insurance; and other members of NAICOM.
The Commissioner congratulated the IGP on his significant achievements, particularly the establishment of the Police Insurance Company Limited. He emphasized the need for the police's assistance in ensuring public compliance with insurance laws. He also requested the Nigeria Police Force's support in the nationwide enforcement of compulsory third-party insurance, which provides substantial benefits to all road users.
In his remarks, the IGP affirmed the importance of third-party insurance and announced February 1, 2025, as the commencement date for the enforcement of the relevant laws. The IGP further stated that Section 68 of the Insurance Act and Section 312 of the 1945 Motor Vehicle (Third Party Insurance) Act mandate that all vehicle owners possess third-party insurance before operating their vehicles on public roads. He urged Nigerians to comply with these laws, as violations are punishable by imprisonment, fines, or both.
The NPF remains steadfast in collaborating with all MDAs and companies in ensuring that the protection of lives and property of all citizens of the Federal Republic of Nigeria remains paramount.

•Calls for Police Professionalism, Integrity as IGP Meets Strategic Commanders Monday
In a proactive move to bolster public safety and enhance operational efficiency, the Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM., has issued a comprehensive directive to all police commands and formations across the country for the implementation of a New Year Strategic Action Plan aimed at crime reduction and improved law enforcement effectiveness.
The IGP emphasized the importance of strategic planning and statistical analysis in addressing crime and criminality across the country, encouraging officers to be more proactive rather than being reactive. The IGP’s directives come at a crucial time, as recent assessments indicate a need for increased vigilance, attitudinal change, better human reactions, and proactive law enforcement measures in communities nationwide.
The Action Plan will include several key initiatives designed to strengthen the police force and its units, improve community relations, and reduce crime drastically in the first quarter of the year 2025. Officers are directed to engage in more intelligence-Led Policing, training and capacity building, public awareness campaigns, and strengthening commitment to public safety.
The IGP hereby calls upon all officers to uphold the highest standards of integrity and professionalism as they engage with the community. Officers are reminded that they must continually adopt and emplace their strategies to meet the evolving challenges of public safety.
In furtherance of the IGP's directive and to ensure its implementation, the IGP has been billed to meet the Strategic Commanders of the police virtually on Monday, 13th January, 2025.
