There could be a substantial revenue surplus coming our way in South Carolina. H.4216 (income tax reform) creates a broad base, a low rate, a simplified exemption structure that eliminates arbitrary carveouts, and a path toward eliminating the income tax. This income tax bill will cost the state $309M. With a revenue surplus, we can afford a transition rebate for lower/middle income earners below $200,000 AGI that are poised to see a liability increase. This would only cost $110M. As income tax rates decline with continued revenue growth, this rebate program could be tied to the overall rate and gradually phased out. This would protect taxpayers from short term disruption without affecting the budget.
