This is a good analysis. I’d add simply from the risk/reward-this is the right move no matter what.
Complete tear down creates the opportunity for the strongest rebuild. For that rebuild to be successful - ultimately you need the franchise QB.
They may think or hope Willis is that (and they may be right). The beauty here is that if they wrong on Malik being the franchise QB, they have built a foundation and Willis contract that doesn’t hinder their rebuild outside of QB and allows them to replace Willis with a right QB.

The Jaylen Waddle trade, in my opinion, is an even bigger indicator of how much this new organization believes in Malik Willis. They are trading/cutting everyone and made no other splash moves in free agency. It is a clear, acknowledged, full rebuild. So why would you go pay a QB $22M/yr in the midst of doing the exact opposite everywhere else? Because they truly believe that Malik Willis is a franchise QB and this is their only opportunity to get him to Miami. Sully & Haf are betting that Willis will be THE guy for many years. They don’t care if the team isn’t good yet, they know how hard it is to find a franchise QB and if you have the chance to get one you don’t pass it up. They believe they have their QB and are now going to build up the new team around him from the ground up. Time will tell if they are correct.
