Bdly Needed a Constitutional Amendment that Salaries for Governement Employees, such as ICE, FAA, etc., employees essential to the operation of this Nation will continue being paid regardless of Congressional action or lack of action return after the expiration of a Congressional session.... Congress is elected to make decisions and pass laws; they shall have "No Authority" to close the normal Operations of this Government by refusal to pass funding legislation... So Here is the Answer from Google!
