Yeah, it is a retcon, and it's a bad one I'd argue. It takes agency away from Frieza in his choice to destroy the Saiyans' homeworld and weakens the themes of the Namek Saga in the process retroactively. It's such a forced attempt at shoehorning Beerus into past stories somehow.
