It doesn't make much sense whatsoever
1st, all of Buu's forms (Outside of Kid Buu) are considered to be Fusion/Absorption otherwise whats the point of Kid Buu being called Pure Buu

With this notion, I can say Future Zamasu is stronger than Blue Goku because Goku couldn't beat Zamasu.

@Mlooky565 It's completely false that SS Goku was stronger than Ultimate Gohan, inside Boo they were much weaker, SS Vegeta was getting beaten up not only by Gotenks but even Piccolo. So it's pretty obvious Gohan was not going all out.
