Unpopular opinion but qurbani is not wajib on non haji people AT ALL. It is actually better to install a water cooler or plant trees as opposed to doing qurbani of an animal, leaving streets dirty and then only giving the scrap parts to ghareeb.

I would argue that scholars in regions where various forms of modern slavery and severe exploitation exist should issue fatwas permitting Zakat to be used to free and support those trapped in such conditions, especially when they are treated even worse than slaves.
