The shop does not just have costs, they have already bought the item you are buying. If it is a perishable item, they have risk too, as it may not sell and be thrown away, so that is a loss, but we won't get into that it may confuse you.

I never said businesses should not pay taxes because of costs.
I was explaining to you that the shop is not getting your £1 but about 10 - 15% of it, which is then taxed as income.

Say it cost him 60p to buy it from the supplier, who is taxed, then transport, which is taxed via fuel, then overheads for the shop, electricity, staff, rent etc.
The shop has probably made 10p in income, which is then taxed as income.
So stick to what I actually say.
