EMMER says SCALISE has to decide when to bring THUD up for a vote -- it was pulled last night. Some finger pointing in the House GOP leadership. Scalise cites margin (they can't control that) and absences (they can try to control that) for reason it can't pass. In reality, there were a lot of problems with the House GOP's THUD bill.
