I had a cordial and very fruitful exchange with Ms. Zaahirah Muthy, Founder and Managing Director of ZeeArts @ZeeArtsGallery and the brain behind the Art Connects Women platform. Our conversations centered on the potential launch of a Mauritius Art and Culture Investment Summit under the umbrella of the Mauritius International Art Fair (MIAF), scheduled for 2026. This initiative holds significant promise in positioning Mauritius as a catalyst for cultural tourism and a vibrant, inclusive ecosystem across Africa and the Indian Ocean. We also explored avenues to strengthen constructive dialogue and promote sustainable investment strategies within the Creative and Cultural Industries. I am particularly pleased to receive the 8th edition of Women Artists Around the World under the Art Connects Women project- a platform dedicated to promoting gender equality, cultural exchange, and the empowerment of women through the arts. C’est avec plaisir que j’ai reçu une délégation du Lions Club, menée par par Monsieur Christophe Carrier, pour une visite de courtoisie à la State House hier. J’ai pris bonne note de la contribution remarquable que ce Club apporte à nos communautés, notamment la restauration de l’approvisionnement en eau dans le village du Morne, ainsi que les greffes de cornée réalisées à l’Hôpital de Moka et qui ont redonné la vue à des centaines de Mauriciens. Nous avons exploré la possibilité d’une collaboration future sur des projets d’intérêt commun, notamment dans le domaine de la santé, en particulier la prise en charge et la prévention du diabète, ainsi que d’autres initiatives de bien-être social.

#ConstructiveDialogue: Advancing the Tourism Sector Yesterday afternoon, I met with Hon. Richard Duval, Minister of Tourism, for a productive and forward-looking exchange at the State House. Our meeting provided a timely opportunity to review current developments within the tourism sector, which continues to demonstrate encouraging signs of recovery and resilience. I noted with satisfaction the sustained increase in tourist arrivals to our island — a testament to the collective efforts of all stakeholders in the industry. We also discussed the importance of mapping a strategic path forward for the sector through the formulation of a comprehensive and future-oriented tourism blueprint, one that will guide the sustainable development and long-term growth of tourism in Mauritius. I highlighted the need for strong multistakeholder collaboration in the development of this blueprint, to ensure that outcomes are both tangible and sustainable. Our conversation further covered a range of strategic priorities: The promotion of domestic tourism and enhanced people-to-people connections across our island; Regional collaboration within the Vanilla Islands framework; Improvements in tourism infrastructure, including better road signage; The development of cruise tourism; A more dynamic promotional strategy that showcases Mauritius’ cultural richness, natural beauty, and renowned hospitality; The hosting of international tourism events, such as kitesurfing festivals; And the prioritisation of cleanliness and environmental preservation across all tourism zones. #Diplomacy: Strengthening Ties with the Arab Republic of Egypt Earlier this week, I had the pleasure of welcoming Her Excellency Mrs. Abir Alam Eldin, Ambassador of the Arab Republic of Egypt to Mauritius, for a courtesy visit at the State House. We reviewed the long-standing and cordial bilateral relations between Mauritius and Egypt, established in 1970 and built on shared values of democracy, respect for human rights, and good governance. I took note of the bold social and economic reforms undertaken by the Arab Republic of Egypt to improve the well-being and quality of life of its people. We acknowledged the importance of such efforts in fostering inclusive and sustainable development. Our meeting provided an opportunity to take stock of existing Memoranda of Understanding (MoUs) in key areas such as investment, trade, renewable energy, research and training, as well as the Double Taxation Avoidance Agreement (DTAA). We also explored opportunities for enhanced collaboration in areas of mutual interest, including the Blue Economy, food security, aviation, tourism, pharmaceuticals, and digital technology. I welcomed future initiatives such as the proposed “Egypt Cultural Salon” to be hosted in Mauritius — an important step in strengthening cultural visibility and promoting deeper people-to-people exchanges between our two nations.

Courtesy Call from the High Commissioner of Rwanda I had the pleasure of receiving His Excellency Mr. Emmanuel Hategeka @ehategeka, High Commissioner of the Republic of Rwanda to Mauritius, who is based in Pretoria, South Africa, for a courtesy call at the State House. He was accompanied by Mr. Didas Mungarurire, First Counsellor at the Rwanda High Commission in Pretoria, and Mr. Nikesh Patel, Honorary Consul of Rwanda in Mauritius. We reviewed the diplomatic ties between Mauritius and Rwanda, which were established in 2001, and exchanged views on existing Memoranda of Understanding, notably the Double Taxation Treaty Agreement (DTTA) and the planned establishment of a Joint Commission in the near future. I welcomed the ongoing efforts to renew these agreements as a means to further strengthen our collaboration. Our discussions also explored new avenues of cooperation in key strategic sectors such as financial services, investment, climate resilience, information technology, and air connectivity. We highlighted the potential for enhanced collaboration between the Economic Development Board of Mauritius and relevant Rwandan authorities, as well as between the State Trading Corporation of Mauritius and Rwandan partners in the domain of trade and commerce. This visit followed the presentation of High Commissioner Hategeka’s Letter of Credence to my predecessor, President Prithvirajsing Roopun, on 17th September 2024 — a significant moment in the continued strengthening of bilateral ties between our two nations. In light of current regional challenges, I underscored the importance of sustained diplomatic efforts to help resolve the ongoing conflict between Rwanda and the Democratic Republic of Congo. I reaffirmed that both bilateral and multilateral engagement must continue in pursuit of lasting peace and regional stability.

A joy to join the Oy King Sar Chan Society’s 80ᵗʰ anniversary celebration last week — a vibrant tribute to the strength of family bonds, the richness of cultural heritage, and the enduring connections within the global Chan diaspora. I congratulate Mr. Yves Chan Kam Lon, O.S.K., President of the Society, and all members for their steadfast commitment to preserving cherished traditions and for their invaluable contributions to both the history and future of our nation. I am particularly pleased to be part of the launch of their commemorative magazine, which captures the Society’s remarkable journey and serves as a testament to the vibrant legacy of the Chan community. Un immense plaisir d’avoir accueilli, le 8 août, les membres de la Quatre Cocos Senior Citizens Association lors de leur visite à la State House. Un village riche en histoire, dont les origines remontent aux années 1710 avec l’arrivée des premiers colons français. Il tiendrait son nom de quatre figures marquantes : E. Dupré, A. D’Epinay, F. Nozaic et J. Ythier — désignés comme des « cocos » en raison de leur intelligence et de leur contribution éclairée au développement de cette région. J’ai été profondément ému par le témoignage de Madame Sabita Kurgoo, aujourd’hui âgée de 80 ans. Enfant, elle a fréquenté l’école primaire de Quatre Cocos, où elle s’est distinguée par son excellence. Elle a ensuite consacré sa vie à sa famille et à la communauté — un parcours admirable, empreint de dignité et d’engagement. Je remercie Monsieur Sadeo Chandradutt, président de l’Association, ainsi que tous les membres pour ce bel échange intergénérationnel.

On Aug 8th, I received Dr the Hon. Mrs. Jyoti Jeetun, Minister of Financial Services and Economic Planning, for a fruitful discussion on the development trajectory of the financial services sector — a strategic pillar of our national economy, contributing approximately 25% to the GDP (directly and indirectly) and providing employment to over 36,000 individuals. We reviewed progress on key initiatives and upcoming projects, and exchanged views on the Strategic Plan 2025–2030, which seeks to reposition the financial services sector, move global business activities further up the value chain, attract foreign investment, and stimulate job creation. I reiterated my support for Mauritius’ ambition to further strengthen its position as a leading international financial centre. I also had the pleasure of welcoming Hon. Kevin Lukeeram, Hon. Tony Apollon, Hon. Shridhur Jugurnauth, and Hon. Ashley Ramdass, Members of Parliament for constituencies No. 12 (Mahébourg–Plaine Magnien), No. 14 (Savanne–Black River), and No. 11 (Vieux Grand Port–Rose Belle), respectively. Our discussions provided an opportunity for constructive dialogue on the progress of ongoing development initiatives, and to better understand the needs, aspirations, and challenges of constituents. #EntrepreneurCommunity: An immense joy to officially inaugurate the 24th edition of the Mauritius Shopping Festival – a way to celebrate economic resilience, cultural exchange, and international partnership with over 150 exhibitors from Mauritius and abroad. I congratulate Rajasthan Works Ltd, other organisers, our entrepreneurs, and the Indian High Commission for their continued commitment and participation to foster inclusive growth, support SMEs, and deepen regional cooperation. I am pleased to note the presence of our women entrepreneurs at this Expo, whose innovation and determination are vital to our socio-economic progress. It is particularly commendable that this year’s Shopping Festival will have a Mega Blood Donation Camp on the 8th and 9th of August. Together, we must continue to foster spaces that enable fruitful connections, vibrant cultural experiences, meaningful exchange, and greater collaboration.

#EconomicDiplomacy: Strengthening Business Ties Between Mauritius and India I had the pleasure of welcoming Mr. Jayasankar Seshadri, President of the Indian Business Council (IBC) Mauritius, along with members of the Council, for a courtesy visit at the State House. Established in 2021, the IBC continues to play a vital role in deepening trade and investment ties between Mauritius and India. They were accompanied by Mr. Veepre Kureemun, representative of the Economic Development Board (EDB) – Global Outreach Asia Desk. Our discussions focused on the IBC’s robust and expanding network of Indian and Mauritian businesses operating across sectors such as finance, pharmaceuticals, engineering, and education. I took note of the Council’s fruitful collaborations with Business Mauritius (BM), the EDB, and the Mauritius Chamber of Commerce and Industry (MCCI), all of which contribute meaningfully to enhancing business cooperation. We also discussed the IBC’s ongoing capacity-building efforts, particularly through workshops, seminars, and talks, which continue to create valuable platforms for knowledge-sharing and professional development. I welcomed the Council’s initiative to coordinate the upcoming visit of Mr. Leander Paes, legendary Indian tennis player and the first Asian man to be inducted into the International Tennis Hall of Fame. This visit, aimed at promoting tennis and inspiring greater participation among Mauritians, reflects a positive convergence of sport, cultural exchange, and people-to-people diplomacy. I reaffirmed Mauritius’ unwavering commitment to supporting initiatives that advance economic diplomacy and reinforce our country’s role as a gateway to Africa for trade and investment.
