avg value £270,000 => proposed 0.48% value council tax (+ stamp duty) brings in £37.3B.

Busi rates
Rent income (majority is subsidised by benefits)
council tax is a large chunk
Would be felt nation wide and especially in places where most individual residents benefit
Extra costs to landlords will be passed onto rents
