I think it's worse than that. A clear and obvious sign that something *might* not be right at home is if a kid shows up without food. Now, because the kid gets free food, we've eliminated a tell that there might be more going on behind the scenes. It's like mandating everyone wear makeup: what ends up happening is your policy hides signs of abuse that would've otherwise been discovered.

Clear back in the 1980s a national news team decided to do an exploration of Hunger in America and went to Appalachia, rural George, etc. looking for hunger. They found none. Zip. There WERE and ARE malnourished kids, but it's not because there's a lack of available food - it's because the adults in their lives don't prepare it for them. Kids with dysfunctional adults have it tough, but the solution isn't "provide more food" or at least that's the shortest-term solution imaginable.
