Trying to update @NxDevTools from 14.8.6 to 15.8.5 (and Angular from 14.1 to 15.2.2). All of the sudden we have a ton of tests failing on typescript strict mode type checking but the build succeeds. It's like the the spec files are suddenly respecting strict mode and the build isn't. If we turn strict mode off in the tsconfig for a failing lib, the tests still use strict type checking and error the same way. Anyone have any idea what's happening here?

@KylerJohnsonDev @NxDevTools if you are still dealing with this issue, what helped me last time was to explicitly set the tsconfig.spec.ts not to use strict rules (they don't really fit with most of our tests, and somehow it only became a problem after a version update).

@nrwl_io @zackderose is there any documentation about good nx library hygiene?
I find my team asking to create lots of libraries and it doesn't feel quite right.
What would be the rule of thumb to decide if something can be decoupled into a new lib vs something that doesn't?
