There will never be an "equal" South Africa, this bullshit aspiration of "equality" is rooted in ANC petit bourgeoisie politics of assimilation within English speaking Whites in South Africa.
There is a large Native population which has been deliberately socially engineered to supply cheap labour for a White settler minority for atleast a century, the solution does not lie in "equality" because 55m Natives are not exactly equal to less than 5m Whites.
South Africa needs to be built from scratch where no one is socially or economically constrained to reach highest level of human development.
In fact this "equality" garbage is the main reason the country has not developed the institutions and infrastructure which will carry the basic needs of entire population as the bar is set so low that all needed is for Native majority to be assimilated within a White minority.

Well , royal houses are not unique to South Africa, this kind of "exceptionalism" is a pure fantasy.
There is no royal house which is independent, so-called constitutional democracy comes with such expenses mostly for cultural and historical reasons
