Pawtucket is already in a budget deficit, and now has to contend with paying teachers to work extra days this school year. Specifics are still being worked out, but the school committee chair acknowledges it could cost north of $1 million.

As the house Rep who brought the bill, I will agree it's not that simple. This school will not fix the problem- not immediately. We must wrestle with immediate solutions URGENTLY. However, one thing RI often lacks, and what gets us in trouble, is a lack of long range vision... 10, 20 year plans for development. (We spend so much time stabilizing our crises, we forget that stabilization is a short-term fix) This school project is a ten year lift... and it won't help at all if we do not also address the underlying causes. Now. I brought the bill because I want it in the light and open to debate- there are a lot of stakeholders here and we can't treat this as a magic bullet. If we don't build a school at URI, we must negotiate w Brown med to produce at least 20-25 RI resident medical doctors. This is the cheaper, faster way forward. However, a med school at URI can pull in advanced nursing, dental, even veterinary education, as many other "health care science schools" do. Regardless of how this lands- ProJo video is accurate. We are placing too many international docs and many of our own are left behind at the national level. Those who find residency can't find placement in RI, and if they do, they don't/won't stay following residency. Why? Because we treat them worse than other states and it just no longer makes sense for them to be here. That's the awful truth of it. Who hurts? The people of RI will be hurt the most if primary care and provider solutions are not accomplished THIS YEAR. So I propose consideration of the school while doing the other nearly-too-late, out-of-time, urgent, critical and necessary work of grappling w our primary care crisis. I have several bills this session that docs and NPs say will help save them. I have colleagues who also are working toward solutions. The patient is critical. We must get to work. .
