NEW: San Francisco's plan for a $1.7 million toilet in Noe Valley appears to be circling the drain. Governor Gavin Newsom says he'll pull state money for the project unless the city can come up with a cheaper, more efficient plan.

Here we have it, the budget breakdown for the $1.7m toilet in Noe Valley. Highlights: – Actual Construction Costs = $750k – Architecture and Engineering Fees = $300k, or 40% of construction costs. – Construction Management Fees = $150k, or 20% of construction costs.
