His argument is that the Chief Kadhi, as a judicial and government officer, should not be the one officially announcing the start and end of Ramadan, Eid al-Fitr, and Eid al-Adha. He argues that this responsibility belongs to religious leaders and scholars, not a state judicial figure. The case touches on some of the most sensitive and long-running debates in Islam. Some Muslims believe the moon must be physically sighted before Ramadan or Eid can be declared. If they do not see it, they complete the month and begin later.
