@mkainerugaba Even the quality of roads that r constructed shud be monitored, Afande wakazi. We've to start empowering our local companies. Whichever foreign company wins a contract should form a joint venture with a localcompany, so that we build our capacity and do not export all the money.

I shall say one more thing today. The entire budget for roads in Kampala will be under my control (CDF). I will determine who builds and repairs roads.
