Rule 13.3a says you have a "reasonable time" to walk to the hole, and then you get exactly 10 seconds once you make it to the ball. If it falls in after 10 seconds, it counts as a second stroke. If it falls before 10 seconds it counts. I count almost exactly 10 here so its hard to say, and he also stomps the ground next to the ball. I wouldn't count it.
