Iran’s FM Abbas Araghchi said on Friday that Tehran is in discussions with Japan and would allow ships from countries not involved in attacks on Iran to pass through the Strait of Hormuz, offering to arrange “safe passage” if they engage directly.
“We have not closed the Strait of Hormuz. From our point of view, the strait is open. It is closed only for ships belonging to our enemies, countries that attack us. For other countries, ships can pass through the strait.
There is, of course, the issue of insecurity. We are ready to provide safe passage if they contact us. We will talk to them to find a way for safe passage. We are ready to provide safe passage for them. They just need to contact us to discuss how to do it."
Japan, which relies on the Middle East for about 93% of its crude oil imports, is one of the countries most exposed to disruptions in the waterway.
Takayuki Kobayashi, policy chief of Japan’s ruling Liberal Democratic Party, urged Prime Minister Sanae Takaichi to explore the diplomatic opening, calling Iran’s message “unlike anything before.”
But Foreign Minister Toshimitsu Motegi said Sunday morning that Japan is not considering unilateral negotiations with Iran for exclusive access, and will instead coordinate with the U.S. and European allies on maritime security.
