Decades of rhetoric around cutting benefits has created an electoral minefield that no one is willing to cross and no one is willing to solve. The ghost of ObamaCare looms large, and working Americans feel it every time insurers take a chunk out of their paycheck while also watching their deductible climb higher and higher.
