@Ninawth @thomasnhale Those were really fascinating times in Global environmental politics. The Toronto conference came just a year after the release of the Brundtland report, where similar concepts were floated. Too bad they never gained traction!

Reading summary of 1988 Toronto Conf. on "The Changing Atmosphere". 300 scientists, states, UN & NGOs attended. Called for a "levy on fossil fuel consumption of industrialized countries" to protect the atmosphere. Fascinating & pity didn't happen! @mmanulak @thomasnhale
