Because anything the government is involved in is designed to be as inefficient as possible for the sake of unnecessary jobs. Have you ever driven by road work and notice eight guys standing around while one guy digs? Those guys who are standing around are being paid just to be there because the union demands it. And politicians don't care because they get to say "look at all these jobs we created" while collecting kickbacks.
