Tsurugi and Yuka are dead in my opinion. The NO U-Turn sign says it all. Gege is never afraid to kill off his characters. The Role of a sorcerer and choosing how you die is a core message of Jujutsu Kaisen. They both CHOSE to sacrifice themselves and not to die with regrets just like Yuji. All three of them together have ended the cycle of violence and curses. I believe these siblings will meet up again in the afterlife, knowing they created peace.
