Dr. Farah Masood (PAS) has now retired, leaving behind a truly remarkable and trailblazing career in public service.
With an exceptional academic background, she brought together diverse streams of knowledge. A medical doctor, a first class law graduate, and a scholar of public administration from a joint program of Singapore and Harvard University, she was a unique asset to the Pakistan Administrative Service.
Her professional journey has been equally distinguished. She served as Deputy Commissioner in two districts and stood out during the turbulent period of the 2013 general elections, when she retained her position despite widespread administrative reshuffles. Not only did she continue in her role, she was also entrusted with additional responsibilities, reflecting both her competence and the confidence reposed in her leadership.
While heading district administration in Toba Tek Singh during the national elections, she demonstrated exceptional administrative acumen. Later, she broke another barrier by becoming Director General Civil Defence, a role traditionally dominated by male officers.
In a historic first, Dr. Farah Masood was appointed Divisional Commissioner, becoming one of the earliest female officers to hold such a senior field position. Her tenure as Commissioner Sahiwal, though brief, marked a powerful statement that leadership and capability are not defined by gender.
An interesting and widely discussed episode during her tenure involved her invitation to unlock the Bahishti Darwaza at the shrine of Hazrat Baba Farid Ganj e Shakar in Pakpattan. When objections were raised on the basis of tradition, she firmly argued that the office of Commissioner is gender neutral and that spiritual spaces should transcend such barriers. Although the situation led to her transfer, it sparked an important conversation and was later reflected in her research work at the National Management Course.
She subsequently served as Commissioner Sargodha, again breaking new ground for women in the civil service. Her success paved the way for many more female officers to take on key field assignments across Pakistan.
Her research on women’s access to Sufi shrines and the ethical dimensions surrounding it has drawn academic interest internationally, including at Harvard.
Despite having an urban background, she served extensively in rural districts with dedication and earned deep respect from local communities. Known for her integrity, professionalism, and strong leadership, Dr. Farah Masood stands as an inspiration not only for women but for the entire civil service.
