The general fund that's where the DSA of St Louis put all the money they want to spend on discretionary spending. That's where they hide the water money for laundering. Try getting a sunshine request on deep expenditures they won't do it.

If one goes, they all go.. Bribes, grift, buying votes from one “special” segment of the city.. This is the democrat way! This happened on a very walkable stretch of Manchester. Knowing how wantonly people in this city drive, very likely a case of an aggressive or careless driver going too fast for the surrounding context
