Once the problem and solutions are understood, execution goes smoother. Roadblocks are resolved faster because everyone already knows what the outcome is. When they don’t, things stall waiting for “Product to unblock”.

I see Andy’s point but I think this is where things are likely going south and it’s very common. If PMs are coming up with potential solutions in a vacuum and “handing them off”, team dynamics break and issues come along the way that “weren’t thought of from the beginning”.

Product managers have taken research up stream and framed it as a value add to product development. They talk to users, understand their pain points, come up with potential solutions and then had these to design and engineering to implement.
