You need to learn about the U.S. Senate procedure which is very different than Canadian procedures. You need to pass cloture to proceed to a final vote. It takes 60 votes to reach cloture.
More: Cloture is the only formal Senate procedure (Rule XXII) that breaks a filibuster, limiting further debate to 30 hours to force a final vote on a bill, amendment, or nomination. It requires a supermajority of three-fifths of all senators (usually 60) to pass, enabling the majority to advance legislation
