Changing the United States Constitution requires a two-step process outlined in Article V: proposal and ratification. It requires either a two-thirds vote in both the House and Senate or a convention called for by two-thirds of state legislatures to propose an amendment. Ratification requires approval by three-fourths of state legislatures or conventions in three-fourths of the states. A constitutional convention called for by two-thirds of the State legislatures (34 of 50 states). This method has never been used. Are #Republicans playing the LONG GAME?
