Senators are pretty befuddled at Kennedy’s floor speech / the point of it. He was reiterating his long-stated desire to expand the reconciliation bill beyond immigration enforcement. But then he accused Thune of blocking him from offering amendments. Thune doesn’t have the ability to do that in a vote-a-rama. Kennedy then listed his amendment vote demands, nearly all of which instructed committees that aren’t already instructed in the budget resolution — which are at a 60-vote threshold. Kennedy also said he blamed himself for not understanding the rules. Again, unclear what he was referring to. Kennedy then said he’d lift his objection to delaying the vote-a-rama because he’s getting to offer a motion to instruct the Rules Committee on the SAVE Act (something he could have offered anyway, because it’s a vote-a-rama…)
