Uganda’s Social Protection system remains fragmented, underfunded, and limited in reach. In 2022, only 6.2% of the population received at least one SP benefit, while 21.9% of Ugandans were living on less than $1 a day. The country spends 0.15% of GDP on social protection a tenth of the regional benchmark. These are the numbers behind the human stories ICRW documented. Online visibility shouldn’t come at the cost of safety yet for many women, it still does. New findings show that 74% of online censorship or harassment incidents target content by or about women. For female creatives, this often means facing body-shaming, trolling, and coordinated abuse simply for showing up online. The impact goes beyond the moment: many women respond by scaling back their social media presence or self-censoring their work, limiting voices, creativity, and economic opportunity in digital spaces. At ICRW, we know that gender-based online abuse is not just a tech issue it’s a gender equality issue.
