The real function is whatever the money is actually paying for. In a healthy institution the two sit on top of each other. When they come apart, the formal function stops describing the building and starts hiding it. Orwell understood this better than anyone. The Oceania of 1984 runs on four ministries, each named for the exact opposite of its work. The Ministry of Truth manufactures lies and rewrites history to match the Party line. The Ministry of Peace runs a permanent war. The Ministry of Plenty engineers the scarcity that keeps the population dependent. The Ministry of Love handles surveillance, interrogation, and torture. Orwell was mapping the operating principle of the totalitarian form. The inversion of the stated function is the signature mark. The name on the wall becomes the camouflage, and the camouflage is what lets the real operation run. Once you learn to see the pattern in one institution, you start seeing it everywhere.
