#Siasa; After attending the Kibos Narok-Kem-Malaba SGR launch by Presidents Ruto & Museveni, proceeded to condole with my MCA & friend Justus Oguta & Family, as they mourned their 28yr old son, Dan Blair Oguta, in West Uyoma; a funeral attended by various Leaders, Clergy, Relatives & Friends. May Blair’s Young Soul Know Eternal Peace!

Three issues stand out. As we understand it, the initial accident was between two boda bodas. As we address this matter, let us pay particular attention to the lawlessness that boda boda operators are beginning to bring into this country. There ought to be a special police unit that focuses solely on boda bodas because they have become a law unto themselves. They do not even obey traffic rules. Secondly, it should be clear that such matters ought to concern the NTSA immensely. NTSA should also know that under Articles 94 and 95 of the Constitution, nothing can have the force of law unless it is passed by Parliament. So as they go ahead and introduce these new regulations on spot fines and related measures, it is to the best of my knowledge that we have not had an occasion to debate such a law, how it is implemented, and what it is supposed to achieve. ~ @OAmollo #BungeLiveNA.
