Together with Mr. Alex Kakooza, the Permanent Secretary of the Ofiice of the Prime Minister, I have today morning briefed the press on Government’s response to the floods that affected traders in Downtown Kampala, particularly along Nakivubo Channel, Ssebana Road, Allen road and surrounding business areas that suffered significant property damages.
Government acted swiftly through emergency drainage interventions that enabled floodwaters to be cleared and business operations to resume.
Under the leadership of H.E President Yoweri Kaguta Museveni, Government has provided UGX 20 billion as ex-gratia support to assist affected traders. A transparent assessment and verification process is being undertaken to ensure that the support reaches the rightful beneficiaries based on documented losses.
The Office of the Prime Minister is coordinating a multi-sectoral committee to implement this Presidential directive, working closely with traders’ representatives to guide verification and the disbursement process.
Government remains committed to long-term solutions including drainage improvement, stricter enforcement of building regulations, environmental restoration, and strengthened disaster preparedness to build a safer and more resilient Kampala.

I held a productive engagement with Dr. @JaneRuth_Aceng and a delegation led by Mr.Pan Longhua, from New South Institute of Traditional Chinese Medicine who have presented to us the Fast Elimination of Malaria by Source Eradication (FEMSE) initiative. We discussed our progress and the urgent need for renewed, collective action to end malaria.
Uganda has made significant strides in reducing the malaria burden however recent data from the Malaria Indicator Survey shows we are beginning to reverse the gains. This calls for stronger coordination, increased investment, and a more deliberate, united approach.
Therefore, initiatives such as the Fast Elimination of Malaria by Source Eradication (FEMSE) model, which builds on global best practices, including China’s successful elimination journey driven by Mass Drug Administration, Mass Prevention and Early diagnosis, Early Treatment are welcome. The results seen in countries like Comoros, where cases have reduced by up to 98% after adopting the model, demonstrate that elimination is achievable.
Our own experience shows that interventions such as test, treat and track, indoor residual spraying, Laviciding and chemoprophylaxis are effective but remain limited by funding gaps, Commodity supply constraints, and behavioral challenges.
Malaria continues to account for the majority of cases in many of our health facilities, affecting productivity, livelihoods, and national development.
With the FEMSE partnership, we can move from fragmented efforts to a fully coordinated national response.
I have proposed a national dialogue, followed by a high-level roundtable, to bring together scientists, policymakers, and partners to agree on a clear, actionable elimination agenda
We will also continue engaging our international partners to mobilize the support required to scale proven interventions.
